the State for fiscal year 1975. This high priority ranking was mostly attributable to the health hazard existing in the community as documented by a health department survey which indicated that the highest level of a potential health hazard existed. The community...is currently projected to receive an EPA Construction Grant in fiscal year 1983 for actual construction. As indicated by the high priority ranking afforded this project and the known health hazard situation, the State Water Control Board is highly supportive pf this project being brought to completion." Wilson wrote.
Optimistic "Those two letters will be a big help in the application (for community development grant funds),” Capelle told the supervisors, referring to the letters of support from Wilson and Dr. Einarson. “We have some very good information in the application. I'm optimistic." Capelle said of Sperryville's chances for securing the S478.193.
Part of that "good information" is the results of a survey on financial resources of the community's residents conducted as part of the grant application process. "The sewer system will provide 292 LMI (low and moderate income) persons with approved and complete sewage disposal facilities and eliminate the possibility of contaminated drinking water," according to the grant proposal. That figure represents over 80 percent of all the residents in the project service area.
Further analysis of the sewer project's impact shows that construction of the STEP system will eliminate 85 percent of the village's "existing bacteriological problem.” By providing standard secondary treatment for all raw untreated wastes disposed into the Thornton River, the sewer system will "ensure an immediate clean-up of the surface water in Sperryville and down stream in Rappahannock County. It will also remove Sperryville as a ‘designated health hazard area.' " the proposal noted.
As a result of the Rappahannock Water and Sewer Authority’s mandatory hookup policy, the sewage treatment plant will serve 100 percent of those households designated as contributing tot the contamination of the Thornton, according to the block grant proposal.
