James H. Chamblin and William B. Hanes, both longtime Leesburg lawyers, were recommended Aug. 27 by the judicial selection committee of the Loudoun County Bar Association to replace Judge Carle ton Penn of the 20th Circuit Court, who announced in late July his intention to retire.
The 20th Circuit Court includes the counties of Rappahannock, Fauquier and Loudoun.
Mr. Hanes, 45, was bom in Washington, D.C. and graduated from Herndon High School in 1959.
He graduated from HampdenSydney College in Farmville in 1965, and from the T.C. Williams School of Law at the University of Richmond in 1968.
He practiced law from 1968 to 1974 in Herndon, before coming to Leesburg in 1974, and now practices law with the firm Hanes, Sevila, Saunders and McCahill in Leesburg.
(One partner, Burke F. McCahill, is a substitute judge for Loudoun’s general district court.)
Mr. Hanes was president of the Loudoun Bar Association for the year 1984-85.
William and Carol Hanes have two children.
Mr. Chamblin, who turns 40 Sept. 9, was bom in Leesburg, and graduated from Loudoun County High School in 1964.
He graduated from HampdenSydney College in 1968, and from the T.C. Williams School of Law at the University of Richmond in 1971, and began to practice law in Leesburg that year.
