At the time he announced his intention to retire, Judge Penn did not set a specific date, although his. second eight-year term would ordinarily end in January of 1987.
Nominations of men or women to replace Judge Penn may come from three Virginia senators and four Virginia delegates.
Virginia senators whose jurisdictions include parts of Rappahannock, Fauquier and Loudoun counties, and therefore part of the 20th judicial circuit, include Charles L. Waddell (D-33rd), who lives in Sterling, William A. Truban (R27th), who lives in Woodstock, and Kevin G. Miller (R-26th), who lives in Harrisonburg.
Democrats have majority representation in both houses of the 1986-87 General Assembly.
The 33rd district includes all of Loudoun County and part of western Fairfax; the 27th district includes Frederick, Shenandoah, Clarke, and Warren counties, part of Fauquier County, and the City of Winchester; the 26th district includes Rockingham, Page and Rappahannock counties, parts of Fauquier and Stafford counties, and the City of Harrisonburg.
Virginia delegates whose jurisdictions include parts of the 20th judicial circuit are: Kenneth B. Rollins (R-32nd), who lives in Leesburg; Robert T. Andrews (R-33rd), who lives in McLean; Raymond R. Guest (R-31st), who lives in Front Royal; Thomas M. Moncure (R-53rd), who lives in Stafford.
Rollins sits on the House Courts of Justice Committee.
There are three 20th judicial circuit judgeships (two of which are now filled by Loudoun residents).
