Del. Raymond R. (Andy) Guest, R-31, Rappahannock^* representative and the minority leader in Virginia’s House of Delegates, said that his “first priority” in the General Assembly this year “will be to make sure that the Virginia state income tax structure does not take more (in taxes) than it would have without federal tax reform.”
Del. Guest explained that although the federal tax rates were lowered by the recent tax reform legislation enacted by the Congress, the base of taxable income was broadened. The result could be an additional $185 to $235 million tax dollars being paid by Virginians, he said.
“I would hope that we can raise the individual deduction some and lower the rate in the high tax bracket - those who are most affected by the federal changes.” He added that although that concern is his top priority, he expects that it will be the last bill passed before the General Assembly adjourns.
Mr. Guest said that he expects that education commission will be coming back to the General Assembly asking for more money. “It seems to be perennial ... I don’t know how much more money is available. The state has been good in the past few years, and I don’t know that it isn’t time for the individual systems to be iooking at economies ... To be sure that we are getting the most education for our education dollar.”
He added that his preference r is for money to be put into education'at the local level, which focuses attention and public awareness on education in that locality.
