confrontation between school systems which are increasingly strapped for operating funds and the expanding mandates required by the state, Del. Guest replied, “The state has mandated enough ... It’s time to look critically at state mandates for education. I have opposed most and will continue to do so. I’m more interested in performance - whether the final result is educated youngsters - than in the recipe.”
He said that he intends to renew his effort to substitute landuse value tax for the ftill value tax now used in the state’s school funding formula. “That would be a big benefit to Rappahannock, Fauquier and Clarice counties.”
