Development of the balance of the site will provide for about 50 years of waste disposal, even under a “worst case scenario,’ Mr. Joyce told the supervisors. Should no excavation be possible, the design will change from trench disposal to area fill, with refuse deposited on a liner installed at ground level, he explained.
Under any conditions, the discovery of rock means there will not be 200,000 yards of excess soil material to dispose of over the life of the site, and now the ravine where that extra dirt was to go can be the location of the leachate and sediment control ponds, Mr. Joyce said. The relocation of the two ponds closer to the fill area and concurrent elimination of several hundred yards of leachate lines with junction boxes, or manholes, and surface water ditches to the sediment pond will balance the expense of additional site studies and redesign, he reported.
