Mr. Joyce said the Department of Waste Management wants the revised design for phase I submitted next week. “The engineering plans become part of the permit application,” he explained. “They will put that in the file (for Rappahannock’s landfill permit)." Additional geophysical work, specifically expanded seismic lines, “to give us an idea of the profile of this rock, ” must be done on future disposal areas and borrow areas (from which cover dirt will be taken), the engineer told the supervisors.
“When we have a better understanding of where the ridges occur, their depth and location, then we’ll revise the long term plan .... Once we have an understanding of the subsurface conditions, we’ll submit a general concept on how we’re going to develop the balance of the site, and that will go into the file and become part of the permit.” The more detailed revisions to the phase II design plan will cover an area with disposal capacity for eight to 10 years; but at this point, only a general concept is necessary for the balance of the landfill, the engineer said.
This approach and an outline of the design changes proposed to compensate for the rock ridge must be set out in a letter from the supervisors to the Department of Waste Management, Mr. Joyce added.
Supervisor Ellis Bingham asked if the Department of Waste Management wants to see the revised plans before work at the site continues.
