“The point is.” Mr. Bird said, “the ordinance is . . .”

“Ambiguous," interjected the county administrator.

“Not only ambiguous but misleading in this case.” the chairman continued. “It would be more orderly to deal with it with an ordinance amendment (either to allow by special permit more than one dwelling unit on a lot or parcel in the village commercial zone or to redefine multi-family housing to include a single apartment unit in a separate structure)... It seems to me this is a planning omission.” Mr. Bird said, describing Mr. McCarthy’s construction as “belabored.”

“All I’m asking is that the definition of multi-family housing be broadened in your minds to include an apartment in a separate building,” the county administrator responded.

“This application comes before us a multi-family apartment, but it is actually (a proposal for) more than one dwelling unit on a lot or parcel. . . We don’t have the authority -although it is plainly intended we should - to approve that,” said Mr. Bird, repeating his call for denial of the application and a petition to the supervisors for an ordinance amendment.
