decreed a “New Economic Policy.” Its purpose, the same as today’s, was to revive the economy. It was accomplished in the same ways: a partial return to free enterprise; encourage foreign investment; quietly assure key outside officials that. Communism having failed, it would gradually be abandoned. Does it sound familiar?
The idea worked then. A year later the country was recovering. That phase did not last long, however. In 1928, with the Soviet economy growing nicely, Stalin decided to end the “mixed economy.” Within two years it was gone — until today, when Communists everywhere are falling behind and need help.
