constitutional officers to the localities, Sen. Miller said, “It has to be a two-phase thing. If the state reduces its share of the funding, there have got to be changes in the law so localities will have more sources of funding.” He suggested particularly that counties should be allowed to pass meals and lodging taxes without a referendum — as cities and towns can. “Counties need to be put on an equal basis with cities,” he said.
As to the possibility of a local income tax, Sen. Miller said there is talk about that every year, but there never seems to be support for it.
“With the economy the way it is, we need to expand the economic environment so businesses make more money and pay more state taxes,” he said.
Sen. Miller, 60, is married and has two grown children. He served in the House of Delegates for three years, and in 1982 he lost a close race to Rep. Jim Olin for the Sixth District seat in the U.S. Congress. In 1983 he won his seat in the Virginia Senate, and he was reelected in 1987.
