Rappahannock Newa Staff Writer " Frances Foster is looking forward to another four years as the County’s treasurer. ~ She was the first county official to fully qualify as a candidate for election this November, and so far she has no opposition. “I hope no one runs,” she said. “I’d like to thank the citizens for allowing me to be their treasurer and hope they think I’ve done a good job and will give me their support for another four-year term.”
Mrs. Foster has been the Treasurer for 18 years. She was appointed to fill the unexpired term of Robert L. “Jock” Brown in March, 1973. From 1962 until 1973 she had served as his deputy. « After graduating from high School and before starting in the Treasurer’s Office, Mrs. Foster forked for T.C. Lea Sr. in his store, which was also an insurance agency. Z She handled the records of the Agency and when there was time ftlso worked the store counter. Later she worked for J.J. Newberry in Front Royal. She answered an ad for the deputy treasurer’s position. 1 She has seen the workload increase since she started in the office. When she was hired she knew most of the people who paid taxes. Now often the bills are mailed out and taxes are paid by mail, and she never sees the taxpayer.
At one time she ran the office by herself for three months. Now she and deputy Willie Cloud usually stay busy, and at certain times during the year she has an additional clerk.
