The Rappahannock Farmers As- - sociation is a new organization onjy three years old. RFA is composed (jf a wide variety of membership, due ' to our wide range of membership. The Board of RFA was very cautious in making any type of decisiqjp on sludge, since it is a emotional ar$l political issue.
During the two .years V research of.facts and educational information provided by The Virginia Department of Enviromental Quality (VDEQ), water division and The Department of Health (VDH), U.§. Environmental Protection Agency (EPA), VPI Extension Service^. With all the facts pro and con op sludge the RFA has come to a con-1" . elusion that the land application of sludge, which is tested, regulated and permited by the state should bp, decided by the land owner qr farmer. . . . •
