from the state for the new cell, construction on it has already begun. In fact, following its own public hearing, the county borrowed $1.5 million from the Virginia Resources Authority for constructing the newcell.
At the Board of Supervisors regular meeting, which followed the public hearing, County Administrator John McCarthy said that work on the cell has halted because of cold weather. He said that the liner must be installed when the temperature will stay warm.
Mr. McCarthy said the county could arrange to have a tent put over the cell and hot air blown Tn so the liner seams can be sealed. He said the county will have to balance the cost of that with the cost of continuing to pile trash higher on the current cell and then paying to have it moved to the new cell.
