Republicans did manage to carry Virginia for presidential nominee Bob Dole despite his lackluster campaign and have made gains in all regularly scheduled legislative elections during the 1990's.

Jim Gilmore, while not as charismatic as Allen, has shown an ability to tackle crucial issues relating to education, the environment and economic development in a considerably more innovative manner than Beyer who gives lip service to reducing the bureaucracy while favoring measures that would increase it.
