choosing the new council member began, council member Charlie Tbmpkins questioned the procedure. Reynolds said the code stated that the council must vote the new member in. Mayor Stewart Willis said that although he did not have to abstain from the voting, he would because of the perception of a conflict-of-interest.

Willis said he receives more than $10,000 a year from a business relationship with The Inn, co-owned by Lynch and Patrick O’Connell, and he said he had asked County Attorney Peter Luke for his opinion. Luke said that there was no conflict-of-interest, but Willis decided not to take part in the voting.

At the request of Tompkins, Willis said the format would be to present all the nominations and then open the discussion to the public. The council was asked if it would receive nominations
