All of the council members except Wilis agreed with a strict policy for owners of rental property with the owner being held responsible for payment of unpaid water bills. Willis preferred holding owners responsible only for the $12 monthly fee for unpaid bills. >
Reynolds suggested a series of notices be sent t<} rental property owners as well as to tenants of unpaid water bills. He said he would reword the policy, in accordance with their comments. ♦
