Part of Virginia’s state fuel tax of 17.5 cents per gallon of gas, and part of Virginia’s allocation of the federal fuel tax of 18.5 cents per gallon, could be used for individuals who use these devices. People would make their way to special rapid transit trains or buses, which would be configured to hold their bikes, scooters and Segway s.
They would then ride free to congested areas and use the devices again to get to their final destinations. Same with the trip home. Those who must drive their cars could then drive on uncongested highways. Cars might not be phased out like horses, but their use could be reduced significantly for daily commuting.
