Mrs. Oettinger is one of the nation’s leading social workers and as chief of the United States Children’s Bureau directs a far-flung social work operation. She has held this position since 1957. She was the U.S. Representative to UNICEF (United Nations Children’s Fund) from 1957 to 1961, an assignment which required frequent travel overseas.
