Charles Wiley Kestner, the State Highway Department’s Culpeper district engineeri since 1950, will retire June) 30 and will be succeeded by Donald B. Hope of Richmond, now assistant secondary roads engineer for the Department.
Kestner, 70, is the agency’s senior district engineer, and first joined the State’s highway program in 1923 -- just 17 years after it was established.
His successor, Hope, will begin work in the Culpeper district on March 1, becoming oriented with activities in the 13-county region before formally assuming his new' duties on July 1. The Culpeper district includes the counties of Arlington, Fairfax, Loudoun, Prince William Fauquier, .Rappahannock, Culpeper, Mad ^ison, Orange, Greene, Albemarle, Louisa and Fluvanna. The district engineer, working through his immediate staff and seven resident engineers, has general supervision of highway construction and maintenance in the district. Culpeper is one of eight highway districts in Virginia. It is also the most heavily populated of the eight districts as reflected in the fact that its highway allocations for the current fiscal year far exceed those for the other districts. Its interstate, arterial and regular primary allocation, for example, totals $37,074,457 — more than $11 million greater than any other district.
And its secondary roads budget totals $11,641,203. despite the fact that Arlington county maintains its own secondary roads and the payments it receives from the State are not included in the district total.
