Donald B. Hope kestner, the man who has been overseeing this work, was born December 1, 1896, in Washington County, Va. He attended Emory & Henry College and Valparaiso University, and joined the State High way Department in February, 1923. He soon became a project engineer-inspector, and then left the agency late in 1924«to become, first, county road engineer and road superintendent and then county manager of his native Washington County.
Kestner rejoined the State agency on July 1, 1932, as resident engineer at Abingdon. He served later as resident engineer at Harrisonburg, Norfolk and Fredericksburg, and on May 1, 1948, became personnel engineer for the Depart ment at its Richmond offices. He served in that position until April 1, 1950, when he was appointed Culpeper district engineer. Hope, who will become Culpeper district engineer, was born in Bangor, Mich., Septem ber 18, 1920. He holds a bachelor of Science degree in civil engineering from Purdue University. A veterarv of World War II duty in the naval air corps, Hope joined the Highway Department's graduate engineer training program in 1947. He later served as assistant resident engineer at Wise, and as resident engineer at Chrlstiansburg, Norfolk and Lebanon. He became assistant secondary roads engineer in February, 1963. Hope is married to the former Sylvia Joy Magee of Deland, Fla., ^nd they are the parents of four sons and one daughter.
