Reapportionment continues to be the most discussed item at this special session of the General Assembly. Last week the Senate completed it§ redistricting and Fauquier and Warren Counties will be grouped in a new Senatorial District with Clarke, Frederick, Shenandoah, and the City of Winchester. Rappahannock will be transferred into a new district including Culpeper, Madison, Page, Rockingham, and toe City of Harrisonburg. Public hearings have been held on the Congressional Districts and more than seven tentative plans have been proposed. Under all of these plans, Fauquier, Rappahannock and Warren Counties are included in the Seventh Congressional District. The House has passed a bill directing that the State Board of Education establish standards for each school district to provide quality education. If the governing body of the county does not appropriate sufficient funds to meet these standards, then the Attorney General is directed to request the Supreme Court to order the governing body to do so. This bill merely sets forth the procedure to be followed to carry out the constitutional mandate for quality education for each child in the Commonwealth.
