from page 1)' amended by the Senate, this bill grants the local governing body the authority, if it so desires, to enact a law imposing a service charge upon single and multi family dwellings owned by tax exempt organizations other than charitable and religious. The maximum amount of service charge that might be imposed is 50 percent of the real estate tax that would be imposed upon the dwelling if owned by a non tax exempt organization. The purpose is to afford tax exempt organizations the opportunity of paying for services rendered, such as police and fire protection, refuse collection, etc. This bill originated in the House of Delegates but since it has been amended by the Senate, it must now be returned to the House for further action.
Under this bill none of the real estate owned by charitable and religious organizations would be subject to this service charge. It is anticipated that this Special Session will adjourn this weekend. Still remaining for action are bills to amend the constitution to provide that 18-year-olds may vote in state elections, changing the date for primary elections and providing additional funds to assist localities in construction of sewage treatment facilities.
