“Each year a staggering number of servicemen are killed or seriously injured on Virginia’s streets and highways.” So wrote Governor Linwood Holton in a letter to accompany highway safety material to be distributed to servicemen stationed in Virginia. The Governor noted that many servicemen cannot serve their country as members of the Armed Forces at their physical and mental best because of traffic crashes. At the same time, John T. Hanna, Director of the Virginia Highway Safety Division, stated that last year saw 83 servicemen killed, a sharp rise above the 55 of 1969.
