creasing burden of population and the decreasing amount of natural resources, it is necessary that they be held accountable for the wisest use of land and materials. This is really our argument with Potomac Edison. No one questions a need for electricity. There are several solutions for providing service, and while they would involve reduced profits they would provide a wiser use of natural resources.
The purpose of this letter is not to try P.E. under a law which does not yet exist. Rather the point is that steps are being taken to insure these things will not happen in the future. Under these proposals there is obviously little chance that such a line could be constructed.
At present these laws are only proposals. There are no automatic safeguards now. There is no environmental agency to protect us. The R.E.L.P. is our only alternative to the scenic destruction this line will cause. R would be a tragedy should this needless waste be allowed through our own inaction.
