Council Chairman
The Northwestern Virginia Council of Local Governments, at its regular meeting in Front Royal on February 18, elected as its 1971 chairman Mr. J. Newbill Miller of Washington, Va. Mr. Miller is chairman of the Rappahannock County Board of Supervisors. He succeeds Edward B. Lee of White Post, chairman of the Board of Supervisors of Clarke County, who has served as chairman of the Council since its organization in February of 1970. F. Douglas French of Maurertown, was elected as ViceChairman and Elizabeth W. Malta, Riverton, was re-elected Secretary-Treasurer. Mr. French and Mrs. Malta are members, respectively, of the Boards of! Supervisors of Shenandoah and Warren Counties.
Membership of the Council consists of the Board of Supervisors of Clarke, Frederick, Page, Rappahannock, Shenandoah and Warren Counties, and the City Council of Winchester. It was organized in February, 1970, as a result of an earlier meeting of representatives of these governing bodies, for the purpose of providing an opportunity for members of local governmental bodies to meet on a regular basis to discuss, informally, matters of common interest and concern.
