Dear Madam Editor:

On Febniary 8th, President Nixon sent to Congress a massive program to control pollution and improve the environment. Of special interest to county residents is the proposed legislation to regulate the land use of power companies. Under this law an agency at the state level would be established to insure environmental concerns in the granting of power line routes. Utilities would be required to show general plans 10 years in advance, specific locations five years in advance, and to hold public hearings two years prior to actual construction.

The need for such steps is quite adequately demonstrated by the actions of Potomac Edison in regard to their proposed power line.

First of all the need for a transmission line would have to be established. Such issues as a parallel VEPCO line, the new atomic Louisa plant, and the insurance of future adequate service to present subscribers could not be dismissed as independent ; events. Under the proposed agency they would be viewed in regard to their total effect. Corporate competition to effect environmental ruin would cease.

In the matter of disclosure, P.E. would have had to announce the plans in detail in 1966. The facts here are all to evident. Their plans and survey were conducted with total disregard to informing the citizens of the county. The only detailed information was a letter published in this paper two weeks ago. While not so worded this information was given out only * after the continued protests of a ; local group. I There is also a further matter of i responsibility P.E. "has failed to i answer. In speaking of our future i needs for power they have not mentioned that this will entail increased production and 1 resultant air pollution.
