SOMETIMES it’s fun to say “I told you so,” but in the case of regional government, we’ll pass up the pleasure. It’s no fun to have your worse fears confirmed by someone else who is skeptical of these non-governmental layers of bureaucracy that are being fostered so busily throughout the land.
Readers may recall that this newspaper advised against Rappahannock’s joining one of the regional “planning districts” that were almost literally rammed down local Virginia governmental throats, but the Supervisors decided that maintaining their complete autonomy wasn’t worth the federal and state grants that might be missed. It’s not hard to sympathize with their dilemma, for the regional advocates have indeed rigged things so that local governments can’t receive grant goodies unless they belong to a region. Unfortunately, we haven’t been all that impressed by those goodies, to date. Grant funds have been paying for fingerprinting kits j cameras and radio sets to police officials hither and yon, and there has been a restructuring of some aspects of the welfare bureaucracy, but by and large the grants haven’t been all that breath-taking.
