Kilby said he was proud of Rappahannock’s teaching staff, and said raising salaries was necessary in order to prevent a frequent turnover in the teaching staff. That point was emphasized several times by Superintendent of Schools O.A. Norton. Both of them attributed Rappahannock students’ higher statewide test scores to a stable teaching staff.

Pete Luke noted that Rappahannock had spent the lowest amount per pupil in the state—$668 last year. The budget proposed by the school board would spent $730 per pupil.
Buddy Carter, president of the Rappahannock Education Association, said that organization strongly urges the Supervisors to fund the budget as presented by the school board. Carter said that the $1,130,805 requested is indeed a lot of money “in inflated times,” but the Rappahannock Education Association feels the return on the investment would be far greater than the cost.
