Esther Settle said, “It’s too bad taxes and education are all mixed up, but I know it has to be that way.” Mrs. Settle said she knows Rappahannock has to be competitive in teachers’ salaries.
T. Granville Eastham asked Norton how Rappahannock County rates in “ability to pay.” There are not many counties in Virginia that rate higher in ability to pay, Norton said. He noted that “ability to pay” is based on the assessed value of real estate in the county. Norton said that in eight years he’d been working in Rappahannock County, the value of real estate had risen from around $15 million to more than $100 million.
