A school teacher came to him to buy peaches and didn’t know how many pecks were in a bushel , he said. “Now I ask, where did it fail her?” Foster added that he wasn’t directing his comments to anyone personally, and he wasn’t even sure what county that woman taught in.

Granville Eastham said, “We might be getting a little too hard on higher education. When a man with common sense gets a good education, you’ve got a good combination, but it doesn’t help him too often.”

E. N. MONTAGUE said some of the complaints that the public has voiced are discussed at almost every meeting of the school board. But the school board is circumscribed by laws enacted by the general assembly, Montague said, suggesting that a great many of the comments he’d heard should be passed dn to the legislators.

Montague said that a Democratic system depends on the members of the electorage expressing their views. And the Democratic system can only work with a “reasonably well educated electorate.”

Newbill Miller said he was concerned about Rappahannock students’ chances for higher education. He said he didn’t want anyone to get the idea that vocational education is the only thing Rappahannock citizens are interested in. Miller said “it is my observation that the SAT scores of the top five per cent of Rappahannock’s seniors rate in the bottom 25 per cent of test scores earned by students entering in the better state colleges.”
