nappahannockers owe appreciation to Chairman Josef Gardiner and his Board of Zoning Appeals for running two exemplary public hearings on the Ski Area’s application for a special use permit. We have seen few meetings where issues have been handled with such impartiality.
Discussions could have degenerated to name calling between the pros and cons; between the “newcomers”, and “old-timers.” It is to the Admiral’s credit that he managed to keep exchanges on a relatively high level.
Admiral Gardiner allowed both sides ample opportunity to state opinions. Instead of adhering to the rigid format of most Board of Zoning Appeals meetings where each side presents a case in turn, Gardiner allowed questions from the floor in an attempt to ensure that all pertinent points were covered.
