Madison’s biggest administrative expense was for soil maps needed to evaluate property applying for use value taxation, Scoggin reported, noting that Rappahannock already has soil maps. In addition, Madison purchased a desk, typewriter and adding machine and pays a parttime employee to work 10 days per month.

Scoggin added that Madison adopted a very simple use value taxation ordinance and now has approximately 780 active parcels in the program. In response to a question from supervisor chairman Pete Luke, she reproted that Madison’s commissioner of revenue estimated the county “lost $189,000 tax dollars” through the land use program.

“That’s got to be replaced on houses,” stated Luke.

Forberg disagreed with the SI89,000 figure.
