Should the county opt to begin the reassessment this year using the services of an appraiser from the State -Department of Taxation, Forberg estimated cost at $1,800 per month—$1,200 for the appraiser’s salary and $600 for expenses. “It will take about a year,” he added.
If the county chooses to have a local board of assessors, one from each magisterial district, work with the appraiser, then three members of the board have to be there with the appraiser at all times, including one member from the district the appraiser’s working in.
“It looks to me like they all ought to go out every time,” interjected Jack Miller.
Forberg agreed that the local board members should be on the spot so the professional appraiser can explain what he’s done and why.
"They can outvote him,” Miller responded. “That’s when the politics come in. They should just pay the man and let him do the job and then if someone has an argument, they can appeal to the judge,” Miller proposed.
Forberg acknowledged that the county can choose to eliminate the local board of assessors, have a professional assessor work alone in appraising property and then have an equalization board
