Land Use Qualifications
Under the state’s enabling legislation, a county can adopt use value taxation for property in any or all of four categories: agricultural, horticultural, forestal or open space, Forberg explained.
Under the agricultural category, parcels must be at least five acres exclusive of house site and must have been in agricultural use for five consecutive years before getting into a use value assessment program, Forberg said. In addition, the yield from the parcels must be at least one-half of the county’s average farm yield. Pasture land, he said, must have supported at least one animal unit per five acres for six months out of the previous year.
For horticultural land to qualify, crops must be planted in rows, Forberg reported.
