by the Rappahannock Rapidan Planning District, the school’s own census figures and projections made by the state department of education's supervisor for school buildings. He maintained that the county's out-migration balances the in-migration, creating a stable population as far as numbers are concerned. He acknowledged, however, that Rappahannock County has enough lots already on record to give the county a population "the same size as Washington, D.C.’s.”

In voting 4-0, with Eastham abstaining, to accept the stable population projection, the board did not differentiate between the two schools. Enrollment records for the past ten years show.
