Cook, a black resident of the county, applied for a building permit to construct an apartment over a garage on his agriculturally zoned lot. He was told he needed a special use permit and submitted his application on August 1 Hh. - After loud and abusive exchanges at the BZA’s September meeting, Cook’s request was forwarded to the supervisors for clarification, leaving an angry zoning administrator promising never to attend another BZA session. The supervisors returned Cook’s application, finding it the BZA’s responsibility under county regulations to issue permits for second dwellings on agriculturally zoned lots. The BZA called a special meeting and finally, on September 11, George Cook was given the go ahead to build.
