Centel manager said. As a reason, she cited past problems with power company workers who allegedly cut limbs and branches from the line’s path and broke her fences by piling the brush on top of them, according to Flippo.
The utility’s head engineer next contacted the landowner and explained difficulties in providing adequate phone service over the existing cable. “She didn’t care if we had problems—she wasn’t going to let us use those poles,” Flippo said.
“Finally, I called her last week, more or less pleading for cooperation,” he continued. The landowner would agree only to talk to her lawyer, Flippo said.
In the meantime, he said, he’d authorized running first one and then a second cable following whatever route necessary—over branches, along the road, in the river bed—in order to provide phone service to two new customers after several weeks delay.
The existing underground cable is at full capacity and “if a cable is in good shape, we can run it through a river without causing service problems,” Flippo noted. “Even though it looks bad, we’d rather for people to have service like that than no service at all.”
