“We really need to get outside help from somewhere... (The block grant) money came out of our pockets in the first place,” Dennis noted.

No Palatable Options

If the county isn’t awarded block grant funds for the Sperryville project, there are a couple of other options, none very palatable, according to Dennis.

The Water and Sewer Authority has several methods it can use to raise funds, apparently special taxes or bond sales, on which the WSA secretary-treasurer did not elaborate. The county also can subsidize directly the village’s sewer system by contributing general ftind rewnue.

“Or we could not do anything. We don't know what the results of that would be,” Dennis said. "State and federal laws say that we must clean up the water,” he said.
