The former county engineer also reported on bids for repairs to the court house. The two low bidders. L. G. Zindle of Amissville and Lloyd L. Sims of Boston, were less than $100 apart with Sims slightly lower at $5,1%.50 but with Zindel offering extra work not included in specifications for his $5,289 bid, according to Baumgardner.
Wood said he knew of people who had been very pleased with works Sims had done for them, emphasizing that he was the low bidder.
Work that Zindel has done in the past at the clerk's office has been very satisfactory, added clerk Diane Bruce.
On the basis of a rating system that alloted 80 percent weight to low bid, ten percent weight to qualifications and 10 percent to responsiveness of bidder, Zindel came out on top, according to Baumgardner. At the .request of the supervisors, he agreed to ask Sims if the contractor is willing to do the same extra work preferred by Zindel and then report back to the board. Later in the meeting, after learning from commonwealth’s attorney Douglas Baumgardner that installation of the fire escape from the second floor of the court house still hasn't corrected the fire code violations cited three years ago, the supervisors agreed to add construction of a step and swinging door that leads m the escape as part of the court house repair project.
