December 9 Rappahannock News, the lead story was the highway engineer’s warning to the County Board of Supervisors of the County’s need to strengthen its subdivision ordinances. The engineer, James K. Skeens, presented the operational and fiscal summary to the supervisors who at that time were Newbill Miller, Herbert Foster, L.H. Luttrell, Norman Wilbur and Betty Coates. The 1970-71 budget presented by Skeens was exceeded by expenses by about six thousand dollars. The budget of SI 16,000 was exceeded due to approaches to the new bridge on Route 620.
Mr. Skeens said that with luck and a 2-cent additional gas tax the arterial highway system would be finished by 1982.
Skeens’ warning to the supervisors on the subdivision ordinance focused primarily on the sections pertaining to streets.
