At a special meeting called to examine the bidding process on school board office and bus shop construction, board members voted unanimously to issue another invitation to bid. v

At its last meeting the board had voted to accept the low bidder, Baughan Construction Company of Luray, with a bid of $138,000. Later. School Superintendent Robert Estabrook discovered that the invitation to bid had not been published in this or any other general circulation newspaper. The advertisement had been requested by the architect but overlooked by Estabrook, who acknowledged full responsibility for the error. Board members Randall Updike and Nancy Reeve, concerned that Rappahannock contractors may not have been aware of the project, called the special meeting with the full board and its lawyer, Philip Stone, to determine if the error made the bidding process
