Baughan told the board that he had listed the project in the Dodge Reports, a service informing contractors of bidding opportunities, and the Builders’ Exchange, and notified by letter those who had asked him for information about the project. He also sent the school administration a copy of the bidding invitation with a request that it be put in the local paper.
