Flora Yowell

Mrs. Flora Rucker Yowell, 81, a former field representative for the Department of Public Welfare, died Tuesday, June 7, 1983, at the Orange County Nursing Home, where she had lived for several years.
A descendant of Peter Rucker who settled in Jamestown in 1609, Mrs. Yowell was bom in Newport News. She was the daughter of William B. Rucker of Ruckersville and Mattie R. Rawlings of Spotsylvania Courthouse. Following her marriage to the late Chilton W. Yowell in 1940, they made their home for many years at Corner Vjew in Culpeper.
Mrs. Yowell was forced by tuberculosis to leave Virginia Interment College'- and was not expected to survive. When she recovered, she went to Chicago to work with Jane Adams. She fondly recalled the Saturday afternoon story hour in which both of them read to the children at Hull House.
After graduating from Northwestern in 1927, she worked in Gary, Ind., in an “Americanization program” and at the Family Welfare of America Agency in Philadelphia. She returned to Virginia in 1935 as Director of Public Welfare in Harrisonburg.
She received a second degree from William and Mary in 1938 and joined the Department of Welfare when it was founded that year. Mrs. Yowell served as field representative for northern Virginia until 1971. Following her retirement she assisted in the creation of the District Nine Mental Health Council and the erection of their centers in Orange, Fauquier and Culpeper counties.
Mrs. Yowell served on the boards of the mental health and day care associations in Culpeper and was a consultant to the Culpeper Hospital Department of Social Services. She was a lifetime member of-the Vesuvius Baptist Church which was founded by her grandfather, Zachary H. Rawlings.
Mrs. Yowell had no children. She is survived by a nephew, Howard Oaks of Belle Terre, New York, and by her husband’s nephews, John and Hawes Yowell, both of Culpeper.
Graveside services were conducted Thursday at Fairview Cemetery in Culpeper by the Rev. John S. Farrar.
Clore Funeral Home in Culpeper was in charge of arrangements.
