Mr. Warner pointed to a number of Scrabble residents in the room who have taken in stray dogs. “I am not saying that you don’t need a shelter,” he said, “just that you don’t need one in Scrabble.”
Phil Irwin, president of the Rappahannock League for Environmental Protection, said the League’s members had met and decided the Board’s plan to amend the ordinance was wrong. “Any attempt to make the location of the animal shelter a matter of right is wrong,” Mr. Irwin said.
Vince Hannon, president of the Rappahannock Humane Society, expressed his concern about erecting a shelter without public support. “The animals are suffering,” he said, “and I am worried that building a shelter without public support will delay construction.”
Mrs. Saltonstall suggested that any one of the county’s 39 kennels might be a site for the proposed animal shelter. “Most of these kennels have over 20 dogs,” she said.
