By STELLA DEAN RICHARDS Rappahannock News Staff Writer The Rappahannock Planning Commission voted to recommend to the Rappahannock Board of Zoning Appeals that Dwight and Charles Frye’s application for a special use permit for a small used car lot on Route 211 near the Hillsdale Grocery be denied. The decision followed public discussion of the proposal during the Commission’s joint meeting with the Board of Supervisors December 18. Commission member Werner Krebser, who moved that the recommendation be denied, said, “We made it clear when we reviewed the new Zoning Ordinance that we would not grant additional commercial development next to commercial areas.” Dr. Krebser said the Fryes’ proposal would be in conflict with the county’s Comprehensive Plan. This plan recommends that commercial activity be located near a village center or in an industrial area. He also argued that this kind of business was not in keeping with the surrounding area and that a decision otherwise by the Commission would represent “spot zoning.”
