I he BZA determined that the overhang at the front of the old general store extends into the right-ofway of Route 522. James Swindler pointed out that highway department regulations preclude displays on the right-of-way. But the BZA members agreed by consensus that the old store is exempt from this regulation as a non-conforming structure. They did restrict parking at the shop’s front to delivery vehicles and encouraged Mr. Von Fange to persuade drivers to pull their trucks off the highway when dropping off wood. They also limited furniture display to the Culpeper side of the building, keeping at least 25 feet from the highway’s center line to avoid infringing on the right-ofway.
While agreeing that relocation of painting operations would reduce the threat of fire, Mr. Sakalaucks still asked that the furniture maker be directed to clean up the sawdust that has accumulated under the storage shed. “With a building full of wood, you may have spontaneous combustion,” he maintained, adding
