By the time it was apparent that there was going to be a problem, Dr. Gangel said, many teachers were in school and the buses had begun their routes, and there was no choice but to let the children go on to school.
Once there, teachers took a quick - ; head count and school was dismissed for the day. The decision was made, he said, ■>based on consultations with National Weather Service meteorologists and VDOT •supervisor Doug Bywaters, who told him That the earlier the kids got home, the better chance they would have to avoid problems.
