If the state of Rappahannock’s correctional facility is any measure, then jailers make good housekeepers.

“The jail is clean and well administered,” concluded Durwood Hill, the Department of Correction’s adult facilities manager for Northern Region — II, in the report filed after his Nov. 30 visit. And again in the space reserved for comments, Mr. Hill noted “jail clean and neat.”

And the jail passed more than the whiteglove test. Under the category of administration and management, Rappahannock’s correctional facility earned a string of checks for (1) having a staff member on duty within the building 24 hours a day who can respond to prisoner needs, a trained officer on duty every shift, and one person per shift with an active CPR card; (2) making written policies and procedures available to personnel 24 hours per day; (3) permitting all new admissions at least two telephone calls; (4) doing medical screening on all new admissions; and (5) providing male and female inmates access to all programs and activities through separate scheduling or the utilization of combined programs under supervision.

The report puts the jail’s rated capacity at eight prisoners and the jail’s staff at 10.

Mr. Hill noted that the required written policies and procedures for emergency situation, mass arrest, fire plans and taking hostages need a 1988 review and that there is no documentation on the staffs having quarterly rehearsals of the jail’s emergency evacuation plan.

But he found that deficiencies from the last certification have been corrected with the exception of the need to publish a commissary list for the use of the inmates.
