He estimated that a jail addition would cost about $120,000, for which the county would be reimbursed .half by the state. The other half could be recouped in five to seven years through increased capacity for holding prisoners from other localities since the addition would include four basement cells, Mr. McCarthy predicted.
Following the renovation six years ago which upgraded an overnight lock-up to full jail status, Rappahannock's jail has operated entirely on state funds augmented by payments from other counties for holding their prisoners. In fact, rather than taking local dollars, Sheriff Woodward gave the general fund $10.(XX) last year when revenue gained through the jail’s operation surpassed its expenditures.
This cannot continue without an addition to again provide excess capacity, Mr. McCarthy pointed out.
Sheriff Woodward has concurred with Mr. McCarthy’s analysis. In an interview last month, he told the Rappahannock Neu's that the average inmate population has increased during the past three years from 7-3/4 to 12 inmates per day. Sheriff Woodward predicted that increase will continue.
