RICHMOND — Governor Gerald L. Baliles announced his appointees to the five-member Virginia Racing Commission Jan. 5.
This commission, which includes Arthur W. Arundel of The Plains, president of Arundel Communications and publisher of the Rappahannock News, will oversee horse racing in Virginia. It will regulate pari-mutuel wagering and select the site of a race track or tracks from submitted applications.
Virginians voted overwhelming in favor of pari-mutuel wagering in a referendum held this past November.
“This large new undertaking in the state has got to be done with the highest degree of excellence consistent with Virginia’s centuries old traditions in its horse sports and industry and with no mischief in the works,” Mr. Arundel said.
Other committee members selected by Gov. Baliles are Leonard W. Walters of Gloucester, a former assistant director of the Federal Bureau of Investigation; John Hale Shenefield of Arlington, who works at the U.S. Department of Justice; Fred G. Pollard of Richmond, an attorney and former Lieutenant Governor of Virginia; Audrey Dixon of Richmond, who is the director of manufacturing planning at Philip Morris U.S. A. in Richmond.
Both Mr. Walters and Mr. Shenefield have law-enforcement experience from which they can draw in formulating the rules and regulations governing pari-mutuel; Mr. Walters was an investigative consultant to the U.S. House of Representatives Appropriations Committee, and Mr. Shenefield and Mr. Pollard are attorneys.
